This technical report examines in detail the future task of transforming the overall goal of adapting the Paris climate agreement from warm words into real measures that will save lives and livelihoods on the ground. In the past, the international community`s adaptation commitments have tended to resign themselves to the fight against climate change. However, the definition of the overall adjustment objective is an important step towards material parity between mitigation and adaptation. This paper is aimed at intergovernmental scientific bodies, such as the Intergovernmental Panel on Climate Change (IPCC) and specialized bodies established under the United Nations Framework Convention on Climate Change (UNFCCC), as well as various other government bodies. Despite the rhetoric of the “global” target set by the Paris Agreement, adaptation to climate change is still seen as a domestic policy problem. But as climate impacts – and the effects of adaptation measures themselves – cascade beyond national borders and advance systemic risks around the world, we need to plan for adaptation accordingly. Donor countries must recognize that adaptation is not a single, self-sustaining issue and that their support for the efforts of other countries is not due to the impact of their policies on the .B. The Committee on Employment, Health and Home Affairs, Health and Home Affairs, the Committee on Employment, Health and the Sustainable Development Goals provide a framework for dealing with this problem. “Given the challenges we face, from climate change to migration to terrorism to the disadvantages of globalization, there is no doubt that global challenges require global solutions… No country can get by alone. In this report, CARE, ActionAid and WWF make nine important recommendations to accelerate adaptation measures for 2018, which is an important political milestone for the climate agenda. This ambitious timetable is necessary to support urgent implementation, to protect the most vulnerable and to achieve the PGI goal.
In addition, progress in adaptation can help spur other UNFCCC processes that will take place this year. The overall adaptation objective is to improve adaptive capacity and build resilience to reduce vulnerability and contribute to sustainable development. The COVID 19 pandemic has revealed with astonishing clarity the weaknesses of a globalized world and the speed at which risk extends beyond sectors and borders through international systems and cascades. It is increasingly clear that a country`s resilience is the result of the resilience of all countries.
